BACKGROUND: When developing the theme of democracy, the research starts from general concepts of democracy and also from political concepts of the idea of the Nation-State, from which references are made to some democratic regimes in the current world. The weakening of democracy is a fact that occurs both in developed countries in the global north, and in developing countries, or in late-modern countries, in the global south, as is the case in Brazil.
OBJECTIVE: The present research aims to investigate the possible causes of the weakening of liberal democracy and probable solutions for the maintenance and strengthening of current democracy.
MATERIAL AND METHODS: The present research tried to build a procedure that combined several methodological procedures, being, therefore, used the following methods of approach: a) deductive, when starting from a general theory about the proposed theme to reach conclusions about particular situations; b) inductive, in the hypotheses in which it started from some concrete situations in relation to theoretical propositions; c) analytical, referring to conceptual analysis and the pursuit of rigorous use of concepts. The methodical procedure of such analysis was characterized by the following stages: analysis and clarification of concepts; key idea identification; identification of theses, hypotheses and arguments; identification of argumentative problems and inconsistencies; attempt to summarize and personal reconstruction of the text; d) hermeneutic-phenomenological, in which the fundamental epistemological category is understanding and the aim is the interpretation of facts.
RESULTS: The replacement of the nation-state as an instance of coordination of social life; the entry on the scene of international actors and international organizations resulted in the weakening of sovereignty, making it even more difficult to propose universal human rights in a post-national citizenship; weakening of liberal democracy in the midst of many global changes.
CONCLUSION: This article points to the general conclusion that democracy loses its capacity to offer answers based on efficient public policies, as well as enter the scene populist politics and a new worldwide wave of hatred and repudiation of the difference. In Brazil, the rupture takes place from the systemic corruption of recent governments, the promiscuous relationship between the government and contractors, the flattening of the working class and the increase in a policy of repudiation of cultural differences. Thus, possible paths for the maintenance of democracy are deduced, foreseeing the need for a qualified democracy, with ample space for social disputes.
